TOR solves my IP issue. Thank you Benoit for your suggestion. It has helped me login to my blocked website from my home PC. 
One important advantage: Tor is cross-platform, I use GNU-Linux as well as the annoying XPerience by Microsoft. The only drawback would be that at times Tor tends to be a little slow, however I cant blame it, after all its servers are mostly volunteer-maintained.
